In many organizations having something to show quickly is more important than having quality code. This leads to situations where functionality is added very quickly at first, but over time it becomes slower and slower to add new features until things are rewritten.
Yep, and that's why it's important for IT staff to be aware of that fact and make sure that the management is aware of the true cost of things as well.
